Pattayam is the original and first record regarding ownership of a property. After completing the land survey, every land which is owned by a person will be allotted with a survey number. It is the basic document of a land.



Need of Pattayam
You can apply for pattayam by remitting the tax before the village office. Government has all rights to take back any of the property for the purpose of increasing the breadth of roads. If you want to get the pattayam, the landholders need to give an application to the land tribunal. Pattayam is the prior deed of the property. If you wish to sell your land, pattayam is the most vital and unavoidable document.

How to get Pattayam

  • Pattayam is issued for those lands which have buildings constructed on them. 
  • You can get the pattayam from the tahsildar office in the concerned administrative district. 
  • In case there are several owners for a particular property, a separate pattayam will not be issued. 
  • There will only be one pattayam mentioning the name of all co-owners in a clear manner. 
  • Pattayam should not be issued for lands having undivided shares.
How to apply for pattayam
You can apply for pattayam with the document that pertains to the plot. Pattayam is an important record of ownership that is required for land transactions. 
You can use it to the rights of ownership in a court of law. 
If the owner of the property has pattayam in his name, the compensation is very easy.

If the property has potassium, it proves that ownership of the property can be obtained without much of a hassle.

There is no need to renew pattayam from time to time. Renewal of it must be done only after the transfer has taken place with respect to the property. You can file an application before the Land Tribunal Court for the certified copy of pattayam. You need to submit the title deed, basic tax receipt along with the application. If you need duplicate pattayam, you can apply in the revenue office along with the set of documents. After submission of documents, you have to pay the fees to issue the duplicate copy of pattayam.

Types
Pattayam is of different types. 
1.You can apply to a taluk land tribunal court which needs sumoto. 
  • You have to submit the title deed, tax receipt along with application form to the village office.
  • Village officers need to check the land and submit the application to the taluk tribunal court, then you will get a sumoto number.
  •  You will also get a notice from the tribunal court.
  • submit all the documents to the court. Finally, you will get the pattayam.If you get land from a person, you will get a deed and if you get the land from the government, you get pattayam.
2.The sale deed is a registered document. 
  • In app purchase of a property sale deed is a valuable legal document. 
  • The purchase of the property is legally complete only when it is executed by the seller and registered in the sub-registrar office after both the parties are satisfied with the sale consideration as per rules in existence and the terms and conditions as said in the deed.
3.Pattayam is a land ownership document issued to people by the State Government. 
  • It is usually given to those who do not own land or those who have been in possession of the land for many years.
Rules of pattayam
There are two types of rules regarding pattayam . They are Kerala Land Reforms Act 1963 and Kerala Land Assignment Rules 1964. As per Kerala Land Reforms Act, pattayam is issued for getting landowner’s right- own kudikidappu property, and as per Kerala Land Assignment, pattayam is issued for landless persons.

As per the first rule, landowner’s rights are in the hands of the government. Kudikidappu people do not get full rights to their land. They have the rights to complain to the land Tribunal who provides rights to the people. It is called a crey certificate. There are no restrictions on it.

As per the second rule, pattayam is issued for landless people. Some people do not have any documents about the land. These are occupied lands. They will get pattayam. You need to check the extent. There are 4 rules for it. They are Kerala land assignment rules1964, assignment of land within municipal and corporations areas rules 1995, Kerala assignment of government land to the scheduled tribes rules 2001, and Kerala land assignment special rules (regularization of occupation of forest lands prior to 1977).

There is a maximum extent in a family. For building a house, the panchayat total extension is 15 cents. For agricultural purposes, the total extension is 50 cents for plain areas and 1 acre for hilly areas. Occupied land has been transferred to others. But as per new rules and regulations, pattayam land can be transferred after a duration of 12 years. ST categories can’t transfer the land to another person.
