The Kerala government has decided to launch the scheme declared by the union government to tackle the declining trend in the female birth rate. According to the Pradhan Mantri Matru Vandana Yojana (PMMVY), Rs 6000 will be provided for the second child, only if the newborn is a girl.

The central and state government employees, staff at public sector undertakings and those who receive similar maternity benefits will not be eligible for the benefits under PMMVY.

As per reports of the National Family Health Survey 2019-21, the sex ratio at birth for children born in the preceding five years (females per 1000 males) was estimated as 929. In the survey of 2015-16, this figure was 919 female children for 1000 male children. The union government introduced new projects for girl children on account of the lack of considerable improvement in the sex ratio.
In Kerala, the sex ratio at birth has dropped from 1047 girls per 1000 boys in 2015-16 to 951 girls per 1000 boys in 2019-21. The decline in female birth rate has been reported in 11 states, including Kerala. The girl child born on or after April 1, 2022, is eligible for the financial benefits under PMMVY. The applications have to be submitted by June 30, 2023.
However, in order to receive the grants from July 2023, the name of the second girl child must be registered in an Anganwadi or directly in the portal pmmvy.nic.in before the child attains nine months of age. Apart from this, the PMMVY provides Rs 5000 to the lactating mother for the first childbirth, irrespective of the newborn's sex. The benefit can be received by registering the child's name in the nearest Anganwadi.

How to register under the Scheme PMMVY and Claim 6000 rupees for second girl child birth in Kerala Under PMMVY
The beneficiary would be required to fill up the prescribed scheme forms for registration and claim of the instalment and submit the same at the Anganwadi Centre/ approved Health facility. The beneficiary should obtain an acknowledgement from Anganwadi Worker/ASHA/ANM for record and future reference.
A beneficiary can apply, at any point in time but not later than 730 days of pregnancy, even if she had not claimed any of the instalments earlier but fulfils eligibility criteria and conditionalities for receiving benefits. In cases where the LMP date is not recorded in the MCP card viz. a beneficiary is coming for a claim of a third instalment under the scheme, the claim in such cases must be submitted within 460 days from the date of birth of the child beyond which period no claim shall be entertained.
- For registration, the beneficiary shall submit the prescribed application Form 1 - A, complete in all respects, along with the relevant documents and undertaking/consent duly signed by her and her husband, at the AWC/ approved Health facility. While submitting the form, the beneficiary will be required to submit her and her husband’s Aadhaar details with their written consent, her/husband/family member’s Mobile Number and her Bank/Post Office account details.
- For claiming a second instalment, the beneficiary is required to submit duly filled up Form 1 - B after six months of pregnancy, along with a copy of the MCP Card showing at least one ANC.
- For claiming the third instalment, the beneficiary is required to submit duly filled up Form 1 - C along with a copy of the child's birth registration and a copy of the MCP card showing that the child has received the first cycle of immunization or its equivalent/substitute.
- In case a beneficiary has complied with the conditionalities stipulated under the scheme but could not register/submit claims within the stipulated time can submit a claim
